Prime Minister Condemns Previous Drugs Policies in Parliament - 29 June 2011
"Drugs policy has been a failure over recent years... We have spent too much time on heroin replacement and methadone rather than on trying to get people clean and clear up all the things in their lives that perhaps cause them to take drugs in the first place." Prime Minister David Cameron made this statement in Parliament on 29th June (Hansard 954). The National Treatment Agency for Substance Misuse was also heavily criticised by Andrew Lansley's cabinet colleague Iain Duncan Smith for 'spending billions of pounds on schemes with little evidence they worked'. The last Labour government spent £10bn on addiction services over the last 10 years and never achieved a success rate greater than 4%, which is equal to the 'natural rate of remission', i.e. the people who would have quit anyway.
Another report shows a decline in the use of rehabilitation in the treatment of addiction over the past five years. There are several possible factors driving this including the commissioning and referral process which does not easily consider client choice, the culture of the drug and alcohol treatment which again focuses on the 'need of the service' before the client's progress and 'rewards for the retention of clients' even when the client's circumstances are on a downward spiral.
The situation is no better in Scotland as drug professionals ignore successful treatment but their initiatives to address Scotland's drug problem are “hugely inefficient” due to the government's failure to learn from past mistakes, senior professionals have warned. It's exactly the same situation in England where successful treatment is ignored to maintain the status quo.
Addiction Therapy
'Addiction does not mean that it is impossible to stop doing something, it just means that there are powerful urges and needs that have to be overcome in order to do so. Anything that can help stop these urges, strengthen the resolve to resist these urges or reduce their frequency or intensity can help in overcoming the problem'.

Clinical Evaluation
We were asked to conducted a methadone detox for a regional Drug and Alcohol team in North Wales in September 2006 with their staff monitoring the daily results and wellbeing. His doctor, the clinical director said "I was very impressed and intrigued by the treatment you gave to one of the patients I see. He reduced his dose from 80mls to 0mls in a matter of five days. He told me that he felt better and was sleeping better during his rapid reduction".
It is scientific fact that every substance, nicotine, alcohol or drugs has frequency. The Department of Health
In order to be more successful the NHS needs to offer patients state and private treatment options. The Health Secretary has promised a structure in which those who commission services and use NHS budgets to purchase services on behalf of patients, are separate from those who provide hospital and community health services.
A Health select committee of MP's has branded NHS alcohol treatment services in the UK as 'dire' but GP's have been told to block independent alcohol treatments to 'safeguard NHS services' (regardless of their failure at 98%) and even though they are 'dire'.
For example: Since 1995 alcohol related hospital admissions have risen from just 93,500 to over 1 million 1,057,000 in 2010 a 1,130% increase in just 15 years as the out-dated methods used to help people stop drinking do not work.
In another example: A study has confirmed smokers are losing faith in NHS smoking cessation services because they are 'ineffective as their products are useless' and 'they do not work and are a waste of half a billion pounds of tax payer's money'.

Critics say 'the situation is ludicrous, patients are being denied access to treatments that do work to protect NHS services which don't work and are a waste of money. For example, WeightWatchers is up to three times more effective than simply taking diet advice from a GP but patients are denied access to the scheme.
What is the Addiction Challenge?
Sir Muir Gray, the public health academic who led the research within the Department of Health for the Health Atlas, said: "Most people in the health service are so focused on what they're doing, working so hard, they've got no idea if they are doing better or worse than someone else. The addiction challenge is to improve patient treatment options and establish which method of treatment is the most efficacious with the best patient outcomes. We welcome ANY challenge to test our treatment methods against any 'evidence based clinical method' NHS treatment for smoking, alcohol or drugs because they do not work. The test would be carried out over 10 days at the end of that period the individual would be dependence free and not reliant on any replacement medication. The NHS challenge has been in effect since January 2007 and no clinician, GP, scientist or medical professional has come forward to take part.
Annually the NHS costs the tax payer £1.5billion for drug, alcohol and smoking treatments which 'do not work, have poor outcomes and bad results' as targets have focused on the 'numbers in treatment' rather than the outcome of that treatment, this is wasteful and irresponsible at any time, especially in the current economic climate. But now the coalition Government plans to move to outcome targets rather than process targets. Health Minister Andrew Lansley said "I want to free the NHS from bureaucracy and targets that have no clinical justification and move to an NHS which measures its performance on patient outcomes'.
Kathy Gyngell, chair of Addiction Policy at the Center for Policy Studies said 'My plea for policy makers to draw on the real life, non laboratory, experience of those who have recovered from addiction and those who successfully help others to do so...' Another leading think tank Civitas, has also confirmed patients suffer because the NHS operates a 'closed-shop' to actively block private treatment help from the NHS.
The Northern Ireland Study
Prevention of course is better than cure and complementary treatment is recognized as a major contributor to it. A recent Government-funded study in 2008 commissioned and carried out in Northern Ireland by the Department of Health, found benefits to patients in providing access to complementary and alternative medicine with 80% of patients recorded an improvement in the severity of their main symptom, and 84% of patients reporting improvements in health from the therapies they received.
There was some comparison of treatments involved in the study. This showed for instance that of the patients who availed of chiropractic and osteopathy treatments 56% were likely to record an improvement in their level of wellbeing, 77% of those availing of acupuncture and for homeopathic treatments the figure was 79% success (see page 31 of the report).
Key statistics on CAM Health improvement
• 80% of patients recorded an improvement in the severity of their main symptom
• 81% of patients reported an improvement in their physical health
• 79% reported an improvement in their mental health
• 84% of patients linked an improvement in their health and wellbeing directly to their CAM treatment
• In 65% of patient cases, GPs documented a health improvement, correlating closely to patient-reported improvements
• 94% of patients said they would recommend CAM to another patient with their condition
• 87% of patient indicated a desire to continue with their CAM treatment
With many conventional treatments the side-effects can be debilitating, however the experience from this project has been that the side-effects have been positive, beneficial and welcomed by patients, with many of the patients pointing to an improvement in their general mood and overall wellbeing.
Reduction in Drug Use
• 14% reduction in the proportion of patients using medication between the pre and post-treatment stages (i.e. down from 75% to 61%)
• 44% of patients who were taking medication prior to their treatment, had reduced their use of medication
• 55% of patients said that they use fewer pain killers following treatment
• 64% of patients in employment said that following treatment they now take less time off work
• 89% of patients expressed an interest in continuing with CAM, with just 30% saying they would be able to afford to continue (denied access)
With up to 50% of patients stopping or reducing their drug usage after CAM treatments fewer expensive and potentially dangerous drugs would be required saving the NHS up to £5billion on their medication budget.
Patient Support
Patients were supportive of CAM being integrated into primary health care, with a call for increased public awareness of the potential of CAM for health gain. Patients identified a need for CAM to be promoted among GPs and for initiatives to be taken to help reduce the level of scepticism held by some GPs towards CAM.
In 99% of patient cases GPs said they would refer the patient, or a different patient, to the scheme again and in 98% of cases GPs said they would recommend the service to other GPs. However, they also called for more information to help build their understanding of CAM therapies.
